Is there anyway to edit dolby tracks without re-encoding? :confused:

Nope. You can only delay, cut or fix (DelayCut) or modify some BSI data (DialNorm, DolbySurroundEncode, ...)

Would it be possible to change the channel order?
I have an AC3 at hand with switched center and front-right channel.
Is reencode the only option?
Is this going to decrease the quality?

Yes.
Is this going to decrease the quality?
Something, but is always better than have the channels wrong.
