Newbie Question About Filters

i am complete novice on video editing and i have a question, a "noise reduction filter" is a specific one or we can take the same result from many other filters? This is a generic name? What filters are for noise reduction and what for adding noise? so many questions....

and something else, can anybody suggest me a book explaining filters?
