Is faac development inactive?

Yesterday I checkout the faac source from cvs.I found that the changes is so few ducring the pass year.

is free and opensource encoder inactive or the developers started a new aac encoder project or moved to other source code hosting?

Yes, Kostya is working on a new encoder under the purview of ffmpeg.
