What do I need to get a video-tape to the PC?

I have a MSI graphic-card with TV-Out and Video-In.

What do I need to get a video-tape to the PC?
Which software is good for it, etc...


In the end, I easily want a .avi-file or something like that which contains the movie of the video-tape ;)
