Subtitle Problems

I am having a trouble with my subtitle streams on a SD project.

I have set a pre command on my 1st PGC to set GRPM-7 = 1, and then a command in the video that if GRPM-7 & GRPM-7 then all subpictures off, so that on 1st play there are no subs. problem is, my subtitles are showing still. The, in my options menu, I have options for Spanish and English subs. problem is, it won't switch to Spanish no matter what i do.

I have included the simulation info from a 1st play on, to playing the feature (which should have no subs) to switching on the Spanish subs, but no matter what i do the English subs keep showing. When in the track editor, I can switch between the 2 subs, but when simulating in the scenario editor, no luck. kit's as if all of my subtitle commands are being ignored.

For reference, i also have Line-21 on too.
I hope someone could help me with this please.
