How to extract x264 video from .mkv & create a DVD-Video script ? (source is micro HD)

Also the how to add black borders to a 720x352 (16:9) video to make it 720x480 (16:9) so that it becomes DVD-Video compatible resolution ?

How to extract x264 video from .mkv & create a DVD-Video script
MKVExtract to extract it then:
AVCSource("Video.dga")
ConvertFPS(29.97 for NTSC or 25 for PAL)
Use QuEnc or HCenc for encoding and DGAVCDec for decoding. Now if you want audio, then you will need to use BeLight to convert the audio "framerate" to match the video.

Also the how to add black borders to a 720x352 (16:9) video to make it 720x480 (16:9) so that it becomes DVD-Video compatible resolution ?
Add this to your script:
AddBorders(0,64,0,-64)

Should I use −−fullraw or −−raw in MKVExtract ? before processing it with dgavcdec.

No idea, i have always used the gui. Maybe try --raw.
