H264 and MPEG2 transport for ATSC broadcasting.

I want to embed an h.264 stream in mpeg2 transport for ATSC broadcasting and my question is that, what should I add(change) to the h.264 stream to do so?

Do I need to add HRD (SEI and VUI) to the h.264 stream “nal_hrd_parameters_present_flag”?

Is there an mpeg2 transport document that describes h.264 embedding in transport stream for ATSC?

Also do you know any h.264 encoder out there that implement HRD or ATSC?
