For gov't class in school we have to make a commercial and I was assigned to do the editing. When I got the file it was all set up as a DVD movie. How do I go about setting it up into something I can play with?

Lucky you, i would love to get just such an assignment for school:p.

Anyway, when you say that it is a "file" "set up as a DVD movie", what do you mean?
1)an iso of an actual dvd
2)an mpeg-2 video (.vob or .mp(e)g)
3)a folder full of .ifo, .bup, and .vob files

If it is in true dvd format, then you could try VideoRedo Plus, it is not free but i think the trial version will work for your commercial (it has a 30 minute video limit IIRC.) Otherwise please tell us what format it is in and we can suggest other tools.

3rd one. I guess I should have said when I got the DVD or disc it was set up like a DVD.

Then i would suggest using videoredo plus or maybe the newer version, dont remember what it is called; but one of them can edit a dvd and reauthor it for you; far simpler than demuxing editing and remuxing.

Looks like it is a standard not a format (http://en.wikipedia.org/wiki/VRO). I think it still holds mpeg-2 streams so i would again suggest videoredo.
