I've ripped the video and audio of two DVDs from different regions of the same movie,
the idea was to use the R1 NTSC Video and English Audio and add a Swedish Dub from an R2 PAL DVD.
I've checked to see that the movie is the same length on both DVDs,
the audiofiles are approximatly the same length.
It's only a delay issue but I need som sort of tool to figure out the delay.
Then I can re-encode at that delay to get the audio to fit.
So is there any tools like that?

To figure the delay, use mplayer, while the video is playing press + or - to adjust the delay, it should show in the OSD what the current delay is, once you have found the sweet spot simply write down the delay mplayer reports! pretty easy, use scences where there are things like gun fire, doors slamming etc, sharp sudden noise that have visual cues to use.

Most encoders can code in the delay info so the video plays correctly, but you haven't told us what sort of format you want to end up with?
