NTSC to PAL conversion SW?

Hi,
can u help me with following, please?

I have NTSC VHS record and PAL VHS player and computer with TV in...

I there any SW to convert NTSC to PAL in computer?

My guess is that theoretically would be possible with correct SW:
Capture the record to computer (NTSC played on PAL would be unusable)
Convert the record to something usable with proper SW.

There are myriad posts and threads here devoted to such format conversion. Just use the Doom9 forum "Search" to search for "NTSC to PAL"...

As stated earlier, do a search. Personally the best results I've seen have been using the MVTools AviSynth plug-in.
