AC3 stereo encode

What would be the recommended free program to encode a 2 channel LPCM 48K to 192 stereo AC3 ?
The priority is quality.

So far I've tested ffmpeg with no audible loss (in my crappy equipment)

I've read that besweet uses a not so good AC3 encoding library. Is it true ?

Do eac3to use the same encoding library as ffmpeg ?

eac3to uses Aften which is usually seen as the best freely available AC3 encoder.
