Edit Celltime without re-authoring

Is there a way or tool to edit time of chapters (or add or delete chapters) without re-authoring DVD?

To move chapter points you can split cells in suitable places between chapters, then re-order program attributes between cells and re-register chapters for that title (DVDRemake or VOBBlanker+PGCEdit; to only delete chapter points PGCEdit would be enough).

what about for changing time of a chapter? for example:

changing chapter 2 from [00:10:02.26] to [00:11:08.16]

Changing chapter timings means using start times of already existing cells. If there is no suitable cell for this, you can split a cell close to the desired time (with VOB unit accuracy), then edit navigation: give program attribute to the new cell, remove it from old point and ensure the chapter is registered as before.
