Trying to change the Region 2 NTSC format to Region 1 or all NTSC

Hello:
I have trying to change the Region 2 NTSC format to Region 1 or all NTSC. I have use the infoedit, but it looks like the vob file did not get change. When I played this back up disc from my dvd player I get the error message ' Can't play back' ...
Does anyone have any idea how to make it work ?

1) Region 2 DVDs are usually in PAL format and not NTSC format. What does the packaging and/or label indicate the format is, PAL or NTSC?

2) What is the Title of your DVD?

3) If, as is likely, it's a PAL format DVD, do a forum search for "PAL to NTSC" (including the quotation marks), as this topic has been addressed many times here at the Doom9 Forum

An exception is Japan, both Region 2 AND NTSC format.

And there is also a significant number of R2 NTSC DVDs coming out of Europe, in this case Britain. Here's just one example:

However, just decrypting the DVD to the hard drive using DVD Decrypter or somesuch makes it all-region, so I fail to see the problem. The error problem could be from other causes, such as a bad burn or bad media. To find the region, open the DVD in DVD Decrypter and it'll tell you.

Earlier he said he used IFOEdit on it, which says to me it was on the hard drive for that since, obviously, you can't apply an IFOEdit change to a read-only disc. Then he burned it to disc for testing in the standalone. As I said, he can find the region by opening it in DVD Decrypter.
