It seems that some settings (both hidden and ones in the GUI) are not correct when DVD-RB predicts the q to use in the redistribution phase.
There are some non-adjustable settings that are different from the actual redistribution, those are scene change detection (which should be false because there will be a scene change after nearly every GOP) and VBV buffer check (which is disabled in redistribution but not in the prediction).
Bitrate-related hidden settings that are not respected are max_bitrate + DISABLE_DYNAMIC_PEAK + OVERRIDE_BITRATE_CHECK. DVD-RB uses the detected max bitrate for prediction but respects my settings in the actual redistribution phase.
