In the AVI -> VCD guide step 3 says to select the file that has been encoded to mpeg1 and multiplex it in tmpgenc using file...mpeg tools...multiplex.

what is the reason for this step and if i dont do it what will happen

"Multiplexing" means joining the video-stream with an audio-stream.

If you skip this step, you will have video without sound and respectively a single soundfile. You wouldn't be able to "author" (burn your MPEG-file(s) as a valid VCD) either.
