What is the plug-in for SVCD - allow scanning

Is there some type of plug-in which will enable scanning from chapter to chapter when converting from DVD-SVCD. I read where you need it in order to utilize this function on a stand alone dvd player.

With DVD2SVCD you can use chapters as long as your DVD player supports SVCD chapters.

You can use the actual chapters that already exhist in the DVD or choose a fixed length. I choose fixed length because sometimes DVD chapters can be long and I prefer 90 second chapters.
