Should i DeInterlace When Resizing?

I have been using TMPGEnc 4.0 XPress to fix bad quality VOB's and deinterlacing the VOB's before encoding.

But now my question is:

Should i deinterlace again while resizing the video?

Once an interlaced video has been deinterlaced, there is no need to deinterlace it again. It's not even possible.
Applying a deinterlace filter on progressive (already deinterlaced) video, will only sacrifice quality with no benefit at all...

But if you want to resize an interlaced video, you must always deinterlace before resizing!

I'm not sure "fix" and "deinterlacing" belong in the same sentence; maybe "ruin" and "deinterlacing".

I know how to encode and all that, but now im trying to better the quality of the VOB's i have. What else can i do to better the quality?

There is no way to magically get more quality out of a low quality source :p

But one thing is for sure: Applying a deinterlace filter for any other purpose than converting an interlaced source to progressive is nonsense and will only sacrifice quality!

So once you have applied a deinterlace filter to your (interlaced) source, there is absolutely no reason to do it again...

If you want to apply filters to your video then Avisynth might be worth a try :D

I'm quite new on how to use Avisynth. The most i've ever used it is in VDubMod.
