REQ: Option to do redistribution without filtering

As the subject says, would it be possible to have the option to disable all filtering (anything added in the Filter Editor) in the redistribution pass?

But if you did that the redistribution wouldn't be accurate...

The difference is quite minimal. I did one redistribution without filters and a second one with rather heavy-duty denoising, and the difference is only a couple of kbps between the two processes. I used the same Q for both and HC to redistribute. If the Q changes, then the distribution of bits also changes but this happens even when the script remains the same.

I guess it depends on the filters used... but I can see how it could make a big difference.
