How do Upscale 800*600 px to 1440x1080 have Very Best T T
Please Help me

1. Don't ask what's best (see the rules!)
2. Upscaling doesn't improve the quality, because quality is limited by the resolution of your source video
3. If you really need to upscale, then Lanczos4Resize() or Spline36Resize() might be a good choice...

complex upscale (vector based, high quality resize ...) can improve the quality. DVD with good upscaling produce very better quality.

if it does, it's just marginally and for specific contents.
also the upscaled image require more bitrate to look as good as the non upscaled one. i'd say upsceling BEFORE encoding is useless...
with modern cpus you can do the same AFTER encoding (read as: during decoding) and you wont waste bits...

Improve over what?
You statement is only true if you assume that you would upscale the video with a "low quality" upscaler otherwise ;)
But not scaling the video at all and encoding it at it's "native" resolution should be the best choice in most cases.
It's impossible to "magically" add details that simply are not there in the source video...
Of course you might need to upscale the encoded video to the size of your screen at playback time.
And in that case a good software scaler can be better than a bad hardware scaler (e.g. the built-in one of your HD screen) indeed...

It's true that good algorithms can make upscaled video look better.
The real question is whether or not doing so is actually worth it - given that it's going to be re-encoded anyway. Sure, your AviSynth script might look fantastic, but will the encoded result really be any better? I doubt it ;)
Toshiba's flagship HD-DVD players did a great job of upscaling DVDs, or so I'm told. However, that's at playback time - with special silicon. Once we have CPUs that can do edge directed interpolation in real-time flawlessly - we're cooking with gas.
Interestingly, AMD / ATi's latest and greatest HD4870 X2 video card has supposedly implemented a new anti-aliasing routine that uses edge directed interpolation. The cool thing is that it uses the GPU's stream processors, and allows for VERY high quality edge anti-aliasing at essentially no speed cost.
If such a thing could be ported over to the video world, a-la NNEDI - we would be really happy!
Again - this is all playback-time stuff. Upscaling before encoding is (IMO) a silly idea ;) unless you can throw massive bitrate at it, and lots of dedicated (read: slow) AviSynth filtering.

IIRC, the EDI upscaling in today's videocards is only useful for 3D rendering... but I very well could be wrong :)

NNEDI will double height. If you rotate the result by 90° and then apply NNEDI again, you end up with the double size of the original.
In case of 800x600 this results in 1600x1200, and not in 1440x1080, as requested. Another downscaling step with a "normal" resizer would be needed.
Also I still think double the size of your video before encoding is a really bad idea, usually...
