Add audio delay to AC3

Is there a way to add an exact amount of audio delay, in ms, to an AC3 audio file? Not through AviSynth, but directly adding the delay.

Remember, to add delay without reencode only can add silence frames at the begining, then only can add a multiple of 32 ms. (if 48 KHz).
