How is this high quality anime encode possible?

Hello people,

Lately I've started to wonder how this anime encode can be this small in file size with this high quality.

Anime: Code Geass R2 ep6
Size: 58MB
Duration: around 24mins
Res: 1280x720
Original file, from which that person encode from, is approx.
350MB.

I've tried to encode a small file in hope of achieving that result , which is like that file, but failed. Either my file size is too big or my quality is too crappy.

Unfortunately, i cant ask the person who encoded it, because the site s/he posts his/her files is down and i have no leads of contacting that person.

these are my settings in meGUI.

program --pass 2 --bitrate 1000 --stats ".stats" --ref 5 --mixed-refs --no-fast-pskip --bframes 3 --b-pyramid --b-rdo --bime --weightb --filter 1,1 --subme 6 --trellis 2 --partitions all --8x8dct --pbratio 1.4 --vbv-maxrate 25000 --threads auto --thread-input --progress --no-psnr --no-ssim --output "output" "input"

with a bit rate of 1000, i get nice quality but teh size outputted is rather big.

So, can anyone tell me if it's possible to encode a file and get high quality with only ~60MB of file size?

now all i have to do is to find out how to process that information. =P

as for the quality, that encode is the best when compared to the crappy rmvbs and some crappy x264 encodes on most anime sites.

well, the anime is legal to share, otherwise we wont see anime sites sharing those.
and i havent read any news regarding the licensing of that anime....yet.

Well actually I think Doom9 doesn't particularly care about licensed/unlicensed anime, as even if the laws are not enforced, they are still there.

That and Geass IS certainly licenced. By Bandai, I believe.
