Which software decoder to upscale MPEG2 files?

Just curious what the MPEG2 decoder of choice is if you want to upscale 720x480 stuff, the way that ffdshow makes it easy to upscale XVID/DIVX/H.264 stuff. I currently have Purevideo doing my MPEG2 decoding and am happy with it except for the lack of tuning features (i.e. sharpening, deblocking, upscaling resolution).

A decoder doesn't do any upscaling. Upscaling is always done after decoding and this is usually done by a video renderer or a postprocessor (e.g ffdshow). Modern video renderers such as VMR9 and Haali renderer use bicubic upscaling with pixel shaders. If you want to use Purevideo DXVA features such as hardware deinterlacing, VMR9 is the only way to go in this case (Haali isn't DXVA compatible). For VMR9 to use this advanced upscaling, you usually have to select VMR9 renderless in the media player options and you may have to select desired upscaling technique as well.
