So I have a transport stream which I can't seem to get deinterlaced properly.

My standard deinterlacing filter chain, TDeint(type=3).TDecimate(mode=1), which has worked on every other anime source I've ever tried (and even non-anime sources with parameter tweaking), failed. It gets rid of the 3:2 telecine, but the interlacing artifacts won't go away. So I tried tweaking the settings, to no avail. So I tried adding Telecide() before TDeint() (and tweaking those parameters too), which helped a little, but still had noticeable interlacing artifacts, even when downscaled to 704x400. So I saw a post about this AnimeIVTC() filter, which I downloaded along with the 50 billion filters needed to run it. Then I set it up after reading the documentation and waited 20 minutes for it to load. Despite being the slowest filter in the world without exaggeration, it didn't work. So seriously, is there any hope of getting rid of the combing in this clip? And not just combing, but at scene changes (and high motion areas) there will sometimes be artifacts left over from the last frame. Is there a way to deinterlace this properly, or is the stream just FUBARed?

We're supposed to figure it out based only on a screenshot? Please upload a 10 second untouched piece of the source - a section with motion - so we can have a look.

Most probably it's indeed FUBAR. Apart from some "true" de/interlacing artefacts, there is also lots of "rough" jaggyness going on, where the chunks are arranged in squares of something like 4 or 6 (4+2) pixels. This indicates that the source has been poorly malformed at some earlier stage, and recovery will be difficult at best, if not impossible.

Didée is right. There are garbage frames in your source.
