Every time I run CCE with DVDRB, I get this error:

Is it possible that the process was previously aborted and the O/S thinks the file is still open? That is a temporary file that should be deleted after creation.
You may try rebooting and then manually deleting the file.

If it is a locked file, try using some very nifty software that has helped me out plenty of times when software that has quit/failed or whatever refuses to release its lock on files that would normally mean having to reset the computer
Its called unlocker and its free and has the ability to unlock any file, quit any process that has a lock on a file or folder
Install it, right click the file or folder and let it do its job via a simple but efficient GUI that can even delete the problem file/folder for you
