How do I convert 48 ac3 to 44.1 ac3?

I have no idea why you would want to do that (you will lose quality in reencoding again). Anyway, you will want to decode to wav first, use a resampling program such as SSRC, then reencode it again using an AC3 encoder (Liquifier, Soft Encode... don't ask me where to find them).

Can these programs split AC3 too?
