Custom Video Resolution for web banner?

Hello,

I am trying to make a custom video resolution. I want to make a video in the resolution of 640x180. I currently have a video that is 640x480 but I only need it to be 640x180. Becouse of its current size it increases its download times. Is there any programs out there that I can use to make my video truely 640x180?

What type of video is it (e.g. .AVI, .MPG, .MOV, etc.)?

right now i have it as a WMV but i can port it to what ever video type is necessary to do this.

btw just so you know I did import it into a flash file video that was the size I wanted but the video was converted to a FLV when I tried this which is fine BUT even though it showed only the resolution of 640x180 the whole video was still in 640x480 even though parts where hidden which still kept its large size for the download. I hope that makes sence. If I can make the origional video the size I need then it should nock down the download size tremendously.
