I often capture DVB transmissions of TV series from the 70s to 90s. They usually don't have much detail left and there are some visible blocks due to rather low bitrates. I haven't had much luck making the videos look any better - I would like to encode them to lower resolution XviD instead of keeping them as they are.

Between frames 605 and 708 the details on inspector Morse's face are quite sharp when his face doesn't move but when it moves, they are quite blurred. That looks quite annoying when viewing the video. Is there any way to get rid of that?
