I use Bearson Bitrate Calculator, which is available in the Downloads section of Doom9. Simple and accurate, just remember to go to the author's website afterward since there is a newer version there.

xbox360; there is no java, and i think you can run that offline as well, with some limitations maybe (the preset system?).
