Pictures can be created (saved) as bitmaps or vectors.
Maybee vector codec for anime could be interesting.

Codec will go thru the video and find out textures used.
Then the video will be vectorized...

A vector codec that analyzed 'traditional' video and convert automatically to vector-based frames would be very interesting, albeit difficult and slow-performing.

It's been done partially in a lot of different ways over the years. No one's even gotten close to anything that could reproduce even simple real-world motion sources without tons of hand tweaking. I'd say the best of what exist today is more like machine-assisted rotoscoping than anything as automated as a codec.

Yeah... I just said it would be interesting if one was made :) It does sound ridiculously hard.

Were there any attempts that were even remotely decent with simple cartoons/anime?
