Video, x264 was used for encoding and an old(ish) revision at that. The command line would have:
--ref 3 --deblock-2:-1 --me umh --subme 6 --merange 12 --trellis 1 --8x8dct --threads 3 (which may have been --threads auto) --bframes 16 --b-pyramid --direct auto --weightb --pass 2 --bitrate 423
What I don't know, is the --partitions settings used and for all the things I "missed", they are the defaults. Video was then muxed by mkvmerge. I would have to guess that MeGUI was used as a front end for many programs to make that file

Audio, I can't tell what was used from that. Nero or perhaps CT.
