Is it this problem?
Due to an unidentified problem, Windows cannot display Windows Firewall settings.

no, when i click security center in control panel, it didn't respond anything
Have you read it?
Is the firewall service running?
(Start -> Run -> services.msc)

I use Remote Desktop everyday.
What OS are you running it on and what OS are you trying to connect to? What are the exact and complete settings at both ends?
Does the host (remote) computer require a password? I think I recall trying to connect to a PC via Remote Desktop that didn't have a password protected account and so it wouldn't connect. Adding a password solved the problem IIRC.
Also, are you trying to connect by IP address or network name? If the IP address changes, you may end up trying to connect to a different PC that isn't running Remote Desktop. I had that happen the other day - the same PC has multiple OSes on and the same IP address was used but for some reason that changed and one OS had a different IP address. I got the same error as you.
yes jeffy, the firewall service is running, but still can't configure the Windows Firewall settings.
both of my pc uses windows ( tiny XP ), i tried to connect using IP, and if my IP was IP local, is it possible to connect ?
trully, i am very new in this remote desktop,
i tried to connect 2 pc from different town, with both of them ip local, dan different ISP
Do you have the Security Center service running?
Direct access is not working as well?
Start -> Run -> wscui.cpl
If not, you probably don't have the file
C:\WINDOWS\system32\wscui.cpl
i can't find my wscui.cpl
i can't find my wscui.cpl
This is the reason why nothing happens, this file is the control "applet" for the Security Center.
where can i find this file ?

Have you confirmed that the computer you are trying to reach has a password protected account?

You have SP2 right? If this file's missing because of a virus/trojan, it might be time to simply reinstall since you have no idea what else might be corrupted.

Yes, you can use a local IP address - I do that all the time. If the computer you want to connect to is 192.168.2.5 (for example), enter that instead of the name.
You will get that error message if you try to connect to yourself(!) I think you may also get it if more than one user is already logged on. Is that possible in your case?
BTW, Remote Assistance isn't necessary to use Remote Desktop.

If a computer is connected to a router then it may not be visible outside of the local network. The router (or modem etc) will have a public IP address (from your ISP) but the PC will have local one provided by the router/modem.
I think this may be your problem.
Have a look at:
http://theillustratednetwork.mvps.org/RemoteDesktop/RemoteDesktopSetupandTroubleshooting.html
especially the section "Port forwarding for Remote Desktop".
Also:

and Google: "remote desktop" NAT (http://www.google.com/search?hl=en&newwindow=1&as_q=%22remote+desktop%22+NAT)
