Ok, my understanding is that MPEG supports both 29.97 fps and 25 fps framerates. Therefore, it seems to me that, if I want to slowdown the playback of a file from 29.97 fps to 25 fps, there should be some simple way to change the setting within the file's header, so that I can avoid having to reencode the whole thing. Unfortunately, I've yet to find a way to do it. I don't even know what sort of app to use. Can anyone advise?
Just to make sure there's no confusion, I don't want to telecine this or anything. I'm not trying to convert it, I'm just trying to slow it down.
