59.94 to 29.97 fps conversion

I have HD MPEG-2 capture that was processed to be at 59.94 progressive frames per second (it's not mine, I don't know why it was done this way). The audio is PCM AC3. Now I make reencode of the video using x264 at 29.97 fps (by using SelectOdd in AVIsynth). The audio goes out of sync - some 500 msec in few minutes. I don't understand why does this happen. Any ideas or help?
