Can the audio "Ogg" convert to "Wav"?
I need a tool ogg2wav by command line,
anyone have?

Unfortunately the version on Rarewares doesn't allow you to specify the output file explicitly!
It will always write the output to the same directory where to source is located...
If you need to specify the output file, try OggDec from this package:

You are right, but unfortunately the version in your link only work for stereo files, if used for multichannel ogg the wav output have a wrong channelmapping.
The channelmapping with the Rarewares decoder link is correct.

foobar2000 will do it. Drop your ogg file into the foobar2000 window, right click > Convert > Convert To...

There is a new version of OggDec on Rarewars.org now:

You can specify the output file, at least when you convert only one single file.
oggdec.exe --wavout c:\output.wav c:\foobar.ogg
