bitrate control in JM reference software

Hi

Does anyone know how I can fix the encoding bitrate in the JM reference software? I tried setting the rate control parameter in the config file. But the output rate doesn't seem to match exactly what I mention in the config file. Is there anyother way to fix the bitrate?
