1- Where can I find noise reduction filters usable in nandub?

2- How exactly do the bilinear, bicubic, etc. filters work, or where can I find an explanation of this (I know what 'bilinear' means mathematically, but I can't fit it into context)

3- when I change the resolution in only one dimension
for instance
(720,480)*(8/9,1)= (640,480) does the filter work only on 9x1 blocks of pixels, or does it also affect others?

4- where can I find a good explanation of compression which does not require that I have taken a course on signal processing (i.e. I know what fourier series, etc. are from analysis, but...)?

I can answer the first one for you. Most of the filters available for VDub/Nandub are available here (http://sauron.mordor.net/dgraft/)

And as you know, the .avs created in GKnot has 3 different strengths of noise filters available.

I don't like the filters that GKnot give you, not because they are bad, but because every movie is a different case. I apply all my filters in Nandub because I like the ability to quickly preview the old and the new video side by side. I use Smart Smoother to remove noise. if the noise is really bad, I apply a temporal smoother as well.
