How best to make a DVD from a 2 different VOB files?

This may seem like a real basic question but here goes.

I've got 2 vob files, each is a 6 minute "slide show" like video with music. I need/want to combine them onto a DVD that will play both when put in a player. I will then need to send these out to a duplicator to have 60 made as giveaways for an upcoming party.

What software can I use to create this DVD from the individual VOB files that will allow me to combine them into 1 dvd program?
