Let's say I have a fully standards-compliant DVD. I rip the MPEG2 video track, then remux it and author it as a BD image.
Will that be a standards-compliant BD? In other words, can a DVD video track be transferred to BD without any changes?

Let's ignore the fact that the resolution is much lower than the typical BD stuff. I know that 480i is an accepted format for BD. My question is whether the DVD MPEG2 track can be transferred to BD with no changes at all, other than rip / mux / author.
