MPEG2 interlaced or progressive?

I have some footage in AVI format that I am converting to MPEG2 to be put on DVD. I usually use CCE however have been having some problems with black levels being to light so turned to ProCoder. In CCE I would usually check the progressive flag as that's what my material was in. ProCoder seemed to force top field first Interlaced for the final output and couldn't select progressive for the output file. They told me to pick some ISO MPEG option instead of the default MPEG option to get Non-Interlaced as an option. They also said that Interlaced is the standard for MPEG2. Is this the case? Should I not be creating MPEG2 files in progressive format?

If you will, give a try to AVStoDVD. It uses HCenc or QuEnc for MPEG2 encoding, frameserved by AviSynth (the script can be edited if you are experienced).

When you load your AVI, the program will tell you if the source is progressive (PPF) or interlaced (BFF or TFF) and you can select either progressive or interlaced encoding (Advanced Options).

You can use progressive or interlaced, as appropriate for the content, for fully DVD compliant MPEG-2.

The world won't end if you use the wrong one. It'll be less efficient, and less good - but I've seen far worse on DVD.
