and want to preserve field order
can divx 3 support interlace video ?

Interlaced from PAL? that's odd. I though only NTSC sources were interlaced.. Anyway, you can still encode it. You can use either GreedyHMA (Avisynth plugin) or smart deinterlace to de-interlace it.

my source is interlaced video and i want
to encode it with divx 3.11 but also keeping
the field order

does mpg 3.11 support interlaced video - like mpg2 does ?
