Best way to clean up edge noise??

I use the avisynth framserving method...Ive turned the anti-noise filter up to 27, but it really didnt seem to make a difference on my DVD rips...any other settings??..my average bitrates run about 1700, with max of 3000, and I usually do 3 at least 3 passes. Ive also treid using the temporal smoother command with avisynth but again I noticed no affect...pretty much looks like something I have to deal with, and its really only noticeable on light frmaes like against sky or white backgrounds....TMPG doesnt seem to have as much noise, but coulnt deal with the blocks it produces.

What do you have the image quality priority set to? 0 is the best setting for reducing edge noise, although that might cause problems with uniformly colored areas. I find edge noise more distracting as well, so I try to set this as low as I can get away with. It's especially helpful with animation.

I usually do image quality of 15 and Bias of 5.

Which way do you resize? if you use bicubic try bilinear this should help.

what does BIAS do???? what is the point of increasing or decreasing it?

could someone post up any avisynth script showing me how to use the temporal smoother command?? I know there is a temporal soften in avisynth and if these are the same what are some good arguments to put in that filter?? thanks
