Installing Catalyst on vista 32 problem

I'm trying to install catalyst on my vista machine and all I'm getting is an empty "ATI Technologies" programs folder and no start menue icons for the program The version is: 8-3_vista32-64_t550-600-650_wdm_59752. Just downloaded it today from amd. the video card is a sapphire theater 650 pro (pci).
any help would be greatly appreciated.
