Should I always reduce FPS from 29.970 to 23.976 in xvid and x264 encoding?

always is a strong word :-p
I don't do such reductions for my analog captures.
Maybe if you were converting a DVD, you would inverse telecine it, but that should auto-convert it from 30fps to 24fps.

In the case that the video content is pure interlaced. Also possibly for hybrid film/interlaced. Also possibly for field-blended video.
In other words, for things that cannot be IVTC'ed, either due to their not having a film base frame rate, or due to some pathology.

So in common setting, I should keep 29.970 fps or reduce it to 23.976 fps.

That depends on the content.
There is NO common setting.
