Creating DVD menus ? Any program?

not sure where to post this question

ive got two home movies on DVD.
each around 50 minutes

I want to put them together on 1 DVD,
BUT... I want to make a menu.

All i want in the menu is three buttons.
Play Both
Play Title 1
Play Title 2

What is a good program to help me join two titles and make a menu.

ive tried ulead dvd workshop, but thats geared mostly at making dvds from avi files. I already have 2 DVD.

You could also try NeroVision it is not free but it does support menus

Also FAVC does simple menus.
