stuttering mpeg2 (but not interlace jitter)

hi everyone ... i've made an mpeg2 transport stream @ 30Mbps to play in an alcorn hardware player that is rated to play TS up to 50Mbps.

The picture quality looks great, but there is a stutter in the play back. It is not like interlace jitter. It is like the video plays perfect for about 1 second, then holds on a frame twice, then plays fine for a second, then holds on a frame ... and continues like this consistently throughout the video. It plays OK through VLC on my computer. any ideas what could be causing this? It is almost like it is getting stuck at the end of every GOP? or i have read similar things happening when converting PAL to NTSC... our mpeg is PAL (at 1920x1080i) ... maybe the hardware player is trying to convert it to NTSC?
any help or suggestions would be much appreciated ... thanks !

Some thoughts:

Have you checked the specs of the hardware to see if it supports 25fps?

Post a link to a chunk of the transport stream so that we can examine it and check the timestamping, etc.

What tool did you use to create the transport stream?

Have you consulted Alcorn for support?

You said in the other thread that you converted your source from MOV. Are you sure that conversion did not introduce this problem?

Alcorn have confirmed with me that the hardware does play 25fps, but i'm not convinced that it is set correctly on 25fps ... we have some tech guys that installed the units and tell me it is ... but... who knows!

I used mpeg-vcr by Womble Multimedia to multiplex. I said before that the multiplexed .mpg runs fine on VLC, but looking closer i think there is a problem with the motion, it just isn't as obvious. If i play the .mpv elementary in VLC it plays perfectly smooth... so maybe there is something gone wrong in the multiplexer ... i have downloaded elecard muxer and am muxing at the moment .. it is much much slower though ..
