Converting NTSC to PAL

I've searched through the forum to my issue but I don't exactly understand everything, so I'm quite confused right now.
My problem is as follows. I have an NTSC DVD, which I got from a friend who bought it for me when he was abroad, and now I want to watch it on my standalone.

What is the best way to convert the NTSC to PAL format?
By best I mean preserving the highest quality possible, the fastest and the easiest way. At this order of priority.

And just another quick question - I understand that this kind of conversion is lossy, but how much quality am I actually bound to lose? Am I just losing the frames from 29 -> 25 conversion, or is there a significant quality loss, since there is some MPEG-2 transcoding going on?

You're forgetting forum rule 12.

There are lots of guides on converting NTSC to PAL. Also, you may not need to convert it as many PAL players can play NTSC DVDs directly.

The extent of quality loss depends on the method you choose and what you mean by quality.

I apologize for using the term "best". However, I've explained what I mean by that, and by quality I mean the actual similarity to the original source.

Anyway, thanks. I'll try playing it on my DVD player and see what happens... if it fails I'll try a few different methods described on this forum.
