When I am encoding MY OWN interlaced dvd should I ivtc or leave it interlaced? Which would provide the better result?

You cannot IVTC an interlaced stream. You can IVTC only a telecined stream.

If the video is "telecined", it was converted from the original 24p to 29.97i (as required for TV broadcast).
In that case you can restore the original progressive frames via IVTC filter.
If the video is "true" interlaced, it was already captured as interlaced, so there is nothing IVTC could restore.
Such material can either be kept interlaced or it can be put through a deinterlacer to produce progressive video.
In contrast to IVTC, a deinterlacer will interpolate missing data...
What exactly do you want to do?
If you just want to backup your DVD to another DVD (in Video-DVD format), I'd just keep it interlaced/telecined.
In case you want to convert to MPEG-4 ASP or H.264 and maybe resize the video, I'd IVTC/deinterlace it first...

If your source was originally interlaced video rather than an interlaced transfer of a movie shot progressive, you're probably better off leaving it interlaced. You can deinterlace anyway but that can often make it worse unless you really know what you're doing.
