I have some DVD video that was encoded with a 4:3 AR, but the actual video content is widescreen - there's just black bars above and below the picture. The video content isn't exactly 16:9, but it's close. Whenever I try to re-encode it in TMPGEnc 4 Xpress to 720x480 16:9, I end up with video that is vertically squashed with extra black bars on the top and bottom.
The actual picture is 720 x 368.
If I trim to 720x404 (720x405 = 16:9) I end up with soft-black bars from the original source video plus superblack bars at the very top and very bottom and a resulting video that is vertically squished.
If I trim to 720 x 368, I end up with the same problem.
I don't know what TMPGEnc is doing, but it offers very poor resize and aspect ratio control.
