Converting PAL to NTSC

Is there a program that will let me convert a PAL DVD to NTSC. It seems like I heard once before that Nero could, but I'm not sure how.

If, in fact, you are correct about NERO having that capability, read the NERO "help" files and/or NERO's online documentation/FAQs, etc...

Nero does it, I believe... but I wouldn't trust it to do it well.

There's HUNDREDS of good guides on PAL --> NTSC, though.
