I have just ripped a concert DVD to an MP4 for watching on my PSP, is there a way to include chapters so as to be able to easily navigate between song performances?

I don't think you can. Best bet would be to just split the file by chapter.

Best to try it out yourself would be to look @ Sonys products if they offer any such function (Sony hides alot of their Properiatary stuff there) Vegas is a good thing to search for it also the UMD format Specification as this allows Chapters explicitly, tough is another format and has nothing todo with .mp4 really.
